Spooky White Chocolate Jello Shots

- 1 cup white chocolate chips
- 1 cup heavy cream
- 1 cup water
- 1 package (3 oz) flavored jello (your choice of flavor)
- 1 tablespoon unflavored gelatin
- 1/4 cup cold water
- 1/4 cup vodka (optional)
- Candy eyes for decoration
